Mbour is poor. Its a city south of the capital of Senegal, Dakar, on the Atlantic coast in West Africa.  The official population is about 600,000, though I talked to someone today who said the larger area has a population of about 3 million.  We've been staying in Saly, which is a small neighborhood or district that is slightly more affluent -- many tourist hotels ...
